As has been repeatedly reported it puts the highest burden on the poor; and if you give people "prebates" (basically a government payment in advance of the taxes that would be paid by a poor person) the burden then goes straight to the middle income; it greatly reduces the taxes on the rich.

Here's an idea - lets abolish all taxes except ...the property tax.We can raise that to about 10% per year and pay for everything that way.
